About Programs and Treatment
Debi Gillespie, Director of Programs and Treatment was raised in Washington County, Pennsylvania. She graduated from Bentworth High School and later received her Bachelor of Social Work degree from California University of Pennsylvania in 1989. She began her social work career by working for Centerville Clinics, Inc, first as a community liaison with Mayview State Hospital then as a psychiatric technician for their various partial hospitalization programs. She worked with adults, adolescents and latency or younger children. Debi moved to West Virginia in August 1992 and began employment with the State of West Virginia that same year. She worked for the Department of Health and Human Resources in Kanawha County for 6.5 years. She first worked as a foster care specialist in a Children Protective Services Court Unit then transferred to the Youth Services Unit where she first began working with juvenile delinquents. She earned her Master of Social Work from West Virginia University in 1998. Debi joined the Division of Juvenile Services in March 1999 and was quickly promoted to Assistant Director of Treatment and Programs under the leadership of Manfred Holland. She wrote proposals and received millions of dollars in grant funds to build detention facilities, develop and expand the Division’s Aftercare program, provide training to all DJS employees, develop and implement substance abuse services in all DJS detention centers as well as develop and implement the RSAT substance abuse program at the WV Industrial Home for Youth and Davis Center. She also participated in the process to bring a unit management concept to DJS. She was a part of the team which hired case managers and counselors in all detention centers; implemented treatment programs and service plans in all facilities and assisted in building the Aftercare program to eventually become the Community Resource Department which takes a regional, community based approach to aftercare services. She became the Facility Director of the Southern WV Youth Diagnostic Center in December 2003 where she implemented the Division’s current diagnostic program into Southern West Virginia. When the Donald R. Kuhn Juvenile Center and the Southern WV Youth Diagnostic Center merged into one facility in January 2006, she became the Diagnostic Director for the Donald R. Kuhn Juvenile Diagnostic & Detention Center. In December 2007, Debi returned to Central Office of DJS as the Assistant Director of Programs and Treatment. She is currently re-evaluating the current program for all facilities and is working on the development of a quality state-wide treatment program which follows a continuum of care within the field of juvenile justice.
